Commission to expedite bureaucracy reforms: Govt

New Delhi: Government is considering setting up an Administrative Reforms Commission to expedite reforms in the bureaucracy for which the forthcoming Budget is likely to provide Rs 8 crore.

In a presentation given to the Prime Minister Manmohan Singh, Department of Personnel and Training has also suggested performance appraisals after five, 15 and 25 years of service, and linking retrenchment to performance, sources said.

The proposed commission is also expected to take a fresh look at the whole issue than the Geeta Krishnan Committee appointed by the previous NDA (National Democratic Alliance) regime. The Committee, appointed by the then Finance Minister Yashwant Sinha in 2001, may be shelved, sources said.

The Geeta Krishnan Committee had recommended a cut of 10 per cent on the Government staff strength as on January 1, 2000, to be carried out by 2004-05.

The Department has suggested giving three chances of promotion and if the official concerned fails to make the grade, he would be given VRS (Voluntary Retirement Scheme).

The surplus staff should be sent to a special cell for retraining and deployment, which will pay their salary and requirement benefits.
